热科院生物所科研管理机制创新探索

Innovation of Science Research Management Mechanism of ITBB, CATAS

总结并分析热科院生物所科研管理机制创新的做法:(1)全面推行聘任制度,公开招聘,引进创新型人才;(2)实行课题组长(PI)负责制,优化科研组织结构;(3)重视科研管理队伍建设,加强科研项目过程管理;(4)重视条件平台建设,优化资源合理配置;(5)"走出去,请进来",开展一流的学术交流与合作。在此基础上,提出下一步努力的工作重点:(1)完善科研人员的考核评价制度;(2)组织、策划重大科技成果的集成;(3)加强科研试验基地建设,促进科技成果转化应用。

The innovation of scientific research management mechanism made by the Institute of Tropical Bioscience and Biotechnology （ITBB）, Chinese Academy of Tropical Agricultural Sciences （CATAS） is summarized from the following aspects： （1）carry out appointment system completely to attract talents; （2） practise the PI responsibility system to optimize the structure of scientific establishments; （3）stress team construction and strengthen project process management; （4）pay attention to the construction of infrastructure platform and optimize allocation of resources; （5）conduct academic exchange and cooperation with other organizations. In this context some suggestion are brought forth： （1）improving the examination and evaluation system of scientific researchers; （2）masterminding, organizing and integrating great achievements; （3）strengthening building of experiment centers to promote commercialization of research findings.
