Poor Children in China:Concept and Scale

严格说来,中国目前仍没有一个权威的有关贫困儿童数量的统计,这在一定程度上影响了我国减贫战略的规划与制订。从政府相关部门关于城乡贫困家庭的统计数据中,尽可能地将与儿童有关的数据"剥离"出来,并结合中国社会科学院社会政策研究中心近年来所做的相关调查数据,尝试建立一个可以大致说明中国贫困儿童现状的概念框架并将其数量化。

Strictly speaking,there is not an authoritative statistics on the number of poor children in China at present,which to some extent has impact on the planning and development of poverty reduction strategies.This paper aims to pick out the children-related data from the statistics of relevant departments of government on urban and rural poor families as much as possible.Based on the survey data made by Social Policy Research Center of Chinese Academy of Social Sciences,it tries to set up a conceptional and numerical framework to indicate the status quo of the poor childern in China.
