WTO框架下中国农业资源与环境的立法保护

On Legislations to Protect the Agricultural Resources and Environment of China under the Framework of WTO

加入WTO后,中国的农业面临一个全新的国际环境,其发展被置于WTO的框架中,无论是农产品的国际贸易,还是国内农业资源与环境的保护都必须适应WTO规则的要求。既要通过立法落实WTO规则,也要使国内立法最大限度地保护我国农业资源与环境,实现我国政治经济利益最大化。分析WTO规则对中国农业资源与环境的影响,揭示中国农业资源与环境立法保护存在的问题,最后提出中国农业资源与环境立法保护的建议。

After the entry into WTO, China＇ s agriculture is confronted with a brand new international environment as China has to put its development under the framework of WTO. Import and export of agriculture produce and protection of domestic,agriculture resources and environment all have to comply with WTO rules and regulations. Laws have to he made not only to enforce WTO rules and regulations, but also to protect China＇ s agricultural resources and environment to the maximum so as to optimize the economic and political benefits. This paper first analyzed the impact WTO rules and regulations have on China＇ s agriculture resources and environment, discussed the challenges found in protecting the resources and environment, and then proposed adviees on legislations protecting China＇ s agricultural resources an environment.
