建国以来农村社会保障制度的回顾与展望

Review and Prospect of Rural Social Security System since 1949

建国以来,农村社会保障制度在保障农民基本生活安全、促进城乡社会经济发展与稳定方面发挥了重要作用。农村社会保障制度的发展历程可以划分为初步建立、巩固完善、恢复探索、加快发展四个阶段,并在农村社会保障发展规律的认识、政府主导作用的发挥、公平和效率关系的处理、农村社会保障的组织管理等方面积累了不少经验与教训。在统筹城乡发展、全面建设小康社会的新阶段,必须在"广覆盖、保基本、多层次、可持续"的指导思想下,建立一个促进社会公平正义、体系完善的农村社会保障制度。

Since the founding of the People＇ s Republic of China in 1949, rural social security system has played a significant role in safeguarding farmers＇ basic life and enhancing economic development and social stability. After the four stages of growth, namely, founding, perfecting, exploring and fast growing, the system has accumulated abundant experience in terms of understanding the law of rural social security, the dominant role of the government, the relations between justice and efficiency, and the organization and management of rural social security. In this new era of building a well - off society in all regards when urban and rural development must be balanced, a complete rural social security system to promote social justice should be built guided by the principles of wide coverage, solid foundation, multiple hierarchy and sustainable development.
