The centralization of administrative power and the weakening of academic power has become a widespread issue of wide concern in colleges and universities. Obscure responsibilities and relations among administrative leaders and the Party leaders is another problem faced by the reform of interior management in these institutions. To construct an operation mechanism in the faculty dominated by academic power, it is necessary to build a new management modal which confirms that decisions are to be made by the academic power, which is to be executed by the administrative power and monitored and insured by the Party. The effective combination of these powers is of practical significance.
