Two Ethic Problems Facing China Commonweal

诚信问题和参与公益活动的道德自觉性问题是当代中国公益面临的两大伦理问题。虽然在公益慈善活动中绝大多数公益组织和个人能够自觉地遵守诚信原则,但也存在着不少有违诚信的现象和行为。由于伦理本位和差序格局的社会结构及中国人的社会行为取向的影响,个人和企业的经济能力和负担问题,有关公益事业方面的法律法规严重滞后和缺乏,以及现行纳税制度的束缚等原因,我国公民和有关企业参与公益活动的道德自觉性不够理想。

Credibility and moral consciousness in participating in commonweal activities are the two biggest ethic problems facing contemporary China. There are quite many credibility-breaching phe- nomena and acts while most commonweal organizations and individuals in commonweal charity activi- ties can abide by the principle of credibility. Due to the effect of the social structure of ethic standards and differential mode and the social behavior orientation, the economic capability and burden of indi- viduals and enterprises, the fact that the laws and regulations on commonweal activities lag seriously behind, and the binding of current taxation systems, the moral consciousness of China citizens and enterprises in participating in commonweal activities is not satisfactory.
