中国与东盟环境安全合作与制度构建

China-ASEAN Environmental Security Cooperation and Institutional Development

环境安全概念自提出以来受到了东西方理论研究者的热切关注和争论。东盟国家经济的快速发展,加之人口等问题引发了一系列的环境政治和安全问题,形成了潜在的和现实的地区、跨越边界的冲突,中国与东盟国家随着对本国及本地区的环境安全问题的关注,也开始寻求双边和多边的环境合作以及机制的建设。但以多边主义为趋势的合作机制在东亚地区的构建也面临着很大的困境。

Environmental security is one of the most important and active element in security views. South-east countries develop their economy rapidly. Such with population problems lead to a series of environmental and political security problems,which also promotes the coop- eration among inter-regional, inter-national, as well as organization and nation. The ASEAN have managed to develop the cooperation with big countries in the neighborhood with multi-level mechanism. Although the such practice offers a better stage for cooperation,there are still more challenges they have to cope with.
