山西长期延续传统经济增长模式和经济增长对资源的高度依赖,已经造成了严重的生态破坏和环境污染,节能减排和低碳发展是山西可持续发展的必然选择。低碳经济实质是高能源利用效率和清洁能源结构问题,核心是能源技术创新、制度创新和人类生存发展观念的根本性转变。低碳经济的发展模式,为节能减排、发展循环经济、构建和谐社会提供了操作性诠释,是落实科学发展观、建立节约型社会的综合创新与实践。我们应该本着对人类、对未来高度负责的态度,尊重历史,立足当前,着眼长远,统筹山西经济发展和环境保护。全面推行"低碳经济",促进山西经济发展方式的转变、经济结构的调整和产业层次的提升,努力建设山西资源节约型、环境友好型社会,促进山西经济、社会又好又快发展。

The long lasting traditional mode of economic growth and the highly relying on resources in Shanxi province have made serious ecological damage and environmental pollution. Therefore, energy saving and emissions reduction have become more necessary for Shanxi＇s sustainable development. The essence of low-carbon economy is the issues of highly energy utilization efficiency and the structure of clean energy. The core of it is the energy technology innovation, the system innovation, and the reversal of concept of the human being＇s survive and prosper. The development mode of low-carbon economy provides an operable annotation for energy saving, the development of circular economy, and the structuring of the harmonious society, In addition, it is the synthetic innovation and practice of carrying out scientific outlook on development, and establishing the conservation-oriented society. Based upon the highly responsible attitude for we human beings and for the future, we are supposed to respect the history, stand from the present, and look ahead to the future while planning as a whole for Shanxi＇s economic development and the environmental protection. And also, we should fully implement low-carbon economy, promote transformation of the way of shanxi＇s economic development, adjustment of the economic structure, advancement of the level of industrial structure, and to make great efforts on building Shanxi＇s resources conservation-oriented and environmental friendly society, so as to speed the development of Shanxi＇s economy and society.
