摘要
可再生能源发展规划是保障能源安全和抑制气候变化的重要举措之一。目前区域可再生能源规划在体系上存在国家规划与区域规划之间的不衔接、区域规划的可实施性差、规划编制与国家实际情况不一致等问题。为了解决上述问题,本文提出了一个区域可再生能源规划基本框架模型,给出了规划的原理、内容和基本功能,为区域可再生能源规划提供了基本思路。
Renewable energy development planning is an important measure to resolve energy security and climate change. There are some problems in the planning system, such as the interface of national planning and regional planning, the inconsistent between planning preparation and the actual situation in the country and how to implement the regional planning. In order to solve these problems, the paper proposes the basic framework of regional renewable energy planning model. The principles, content and basic functions of projectbased levels are given. It also proposes the basic idea of regional renewable energy olanning.
