The new energy is an important alternative energy. As most of the new energy technology is not yet mature, or is in early time of industrialization or research development stage, technological progress is an important driving force to promote the development of new energy industry. According to international experience, the government plays an important role in the organization and implementation of scientific management system of new energy, technology research and development, demonstration and promotion, the scientific organization implementation management system makes an active function for promoting the development and utilization of new energy technology.
