关于国有企业党群机关干部能力素质的思考

Thoughts on Cadres' competency of Party-masses Organizations in SOE

国有企业党群机关干部能力素质由基本能力素质和专业能力素质而组成,二者在实践中相互依存、相互作用,是党群机关建设和履行机关职能的基础;党群机关干部能力素质培训在理论上讲,应侧重把握好思维模式内核训练、主体思维"三结构"训练,应用"内化"和"外化"的培训方式,提高党群机关干部整体能力素质。

Cadres＇ competency of Party--masses organizations consists of basic and special competency. Both, interdependent and interactive, play a basic role in construction of Party--masses organizations and performance of their functions. In theory, the author suggests having a good grasp of core training of thinking mode and three--structure training of subject--oriented thinking, and applying training patterns of internalization and externalization to improve cadres＇ overall competency.
