摘要
本文通过对广州市12个县(区)190余所公办义务教育学校均衡发展状况的实证研究发现:尽管校际间整体办学条件有所改善,但优质教育资源向优势学校集中的状况并未改变;一些学校、特别是农村学校和经济落后县(区)的学校在经费投入、办学硬件、师资调配、生源分配、教育管理等方面依旧处于弱势地位。要改变这一局面,区域政府需从完善义务教育经费投入体制等五个方面着手改进现行教育管理保障制度。
According to the questionnaire and interview from more than 190 public schools in Guangzhou's 12 districts about the situation of compulsory educational school's balanced development, lots of undesirable problems are found. Although some improvement has been made, the unbalanced situation is not changed at all. High quality education resources are still in key schools, and ordinary schools, rural schools and schools in undeveloped districts are still in a poor station in funds input, running-school resources, staff deployment, students distribution and educational administration. According to this article, area government should improve the existing education management protection system from five aspects.
