摘要
要实现"学校发展规划"对学校自主发展的引导价值,必须确保所制订的发展规划本身具有合理性,同时要使校长和教师能够充分理解发展规划的意义并将其有效实施。当前,学校在制订发展规划过程中存在着:对优质教育理解的偏颇、办学理念的空洞、特色发展的错误定位、发展领域的的确定缺乏重点等问题;在实施发展规划过程中面临着"理性"规划与"非理性"实践、学校教育价值取向与教育外在要求、学校自主发展与传统管理模式等的冲突。实践中,要使制订学校发展规划的成为学校的自主愿选择,并以坚定的信念与持续行动来实施规划。
In order to realize the value of "school development planning" in the process of leading school's independent transformation, the school should focus on two points before entering "the stage of planning implementation", one of which is to guarantee the quality of planning text, and the other is to have a full understanding about the significance of planning. However, the text still has sever prominent questions such as misunderstanding the concept of quality education, the vacancy of running-school concept, the dislocation of positioning school characteristics, and the absence of the development domains. Meanwhile, there are three contradictions affecting school's understanding and approval for the planning signi^cance. The contradictions are between the rationality planning and the non-rationality practice, the school value orientation and the education utility tendency, the independent development and the traditional management pattern. Unless formulating project is the independent voluntary choice of the school and school carries out the planning with the firm faith and the continual action, the planning purpose of promoting school development would be realized.
