摘要
以51家农业育种科研机构和42家种子公司的调查数据为依据,进行了植物新品种权制度对农业技术创新主体投入行为的实证分析。研究结果表明:农业技术创新主体进行研发投入的积极性与多个因素相关。植物新品种权制度的完善程度和执行力度与农业技术创新主体的研发投入行为具有显著的正相关性,从界定和保护植物新品种权、加大政府公共研发投入、建立国家补偿机制等方面提出了几点建议。
In this paper, we based on the survey data of 51 agricultural breeding research institutions and 42 seed companies, executing an empirical study on new plant variety rights system promote investment of agricultural technology innovation. The results show that： a number of factors influence initiative of investment in research and development in agricultural technology innovation. However, there is a significant positive correlation on perfection and enforcement of new plant varieties and R＆D investment behavior of agricultural technology Innovation. Finally, the article raised a number of recommendations such as definition and protection of new plant varieties, increase the government＇s public investment in research and development, the establishment of a national compensation mechanism and so on.
