水库移民后期扶持资金使用效益影响因素分析及对策

Influence factors and countermeasures for benefits of post-relocation support fund of reservoir resettlement

为了促进移民工作的规范化和科学化,有助于移民后期扶持理论的发展和相关规范的修订,提高移民工作的决策和实施水平,分析了影响水库移民后期扶持资金使用效益的因素,结果表明,后期扶持资金使用效益的影响因素主要有管理体制、资金运行方式、农村宏观政策、当地发展水平及移民素质等,在此基础上提出了相关建议:建立健全移民管理机构;建立后期扶持移民资金管理机制和监督机制;加强水库移民管理队伍建设;加强对移民的科技扶持,实施科技兴库战略;完善相关法律法规,并加大宣传力度。

In order to improve the standard and scientific resettlement work, to be beneficial to the theoretical development and code revision of the post-relocation support for reservoir resettlement and to raise the quality of decision-making and implementation of the resettlement work, the relevant influence factors for the benefit of the post-relocation support fund were analyzed. They included the management system, fund operation mode, rural macroscopic policy, local development level and immigrants’ quality, etc. On such a basis, some suggestions were given: the improvement of management body of resettlement, the establishment of the management and supervision mechanism of the post-relocation support fund of the reservoir resettlement, the strengthening of management team for the reservoir resettlement, the reinforcement of scientific support to the reservoir resettlement and the implementation of scientific management of reservoirs, and the improvement of relevant rules and laws and the enhancement of propaganda.
