Practice and development of resettlement supervision in hydroelectric engineering

移民监理经过10多年实践,运用比较完善的法规制度、组织建设、技术规范、效果监测评价等措施,保证了在合理的工作周期内妥善安置移民,使移民工程建设项目质量达到了国家技术规范要求。加强移民计划、检查移民资金使用管理、实施移民任务和移民资金"双包干"管理监控、实行"匹配分析法"等措施,使国家核准的移民补偿投资能与完成移民规划安置任务相匹配。针对工作中出现的新情况、新问题,对淹没实物指标调查、移民安置规划设计、后期扶持等阶段的移民监理工作提出了有效方法。这些方法将为规范移民管理工作,实现移民安置目标起到不可替代的重要作用。

After 10 years of practice, the resettlement of water power projects in China was finished within a reasonable working period using measures including comparatively perfect laws and systems, organization construction, technical standard, reset- tlement effect supervision and evaluation etc. , which made sure that the quality of resettlement project met national technical standard. Through strengthening resettlement planning and checking the use of resettlement fund, ＂double responsibilities＂ managing and controlling on resettlement task and fund and ＂match analysis method＂, the matching between resettlement compensation investment and the resettlement task was realized. In the light of new conditions and problems, we proposed some effective methods for the resettlement supervision in the stages of resettlement submerged objects index investigation of reservoir inundation, resettlement planning and design, post support etc.. The proposed method will play an irreplaceable role in standardized administration of resettlement work for realization of resettlement goal.
