区域农业机械化发展问题研究

Study on Regional Development of Agricultural Mechanization in China

从我国区域农业机械化发展所处不同阶段和不同发展速度的角度出发,分析了目前我国农业机械化区域发展格局。认为区域农业机械化发展水平、主要作物关键环节区域生产机械化水平、区域农机社会化服务水平差异较大,以及农业机械化发展配套政策不完善是当前农业机械化发展中存在的主要问题。研究提出应重新研究制定农业机械化区划,实施农业机械购置区域性差别补贴措施,重视先进适用中小型农业机械的研发创新与示范推广,扶持农机社会化服务和农机服务组织的发展,加强农田整治与基础设施建设,完善农业机械化支持政策体系。

The currently developing pattern of agricultural mechanization in different regions in China was studied through analyzing the differ- ently developing stages and speeds of regional agricultural mechanization. The following problems between different regions were pointed out： the big differences in the agricultural mechanization level typically in the key links in main crops production, and the diverse development of agricultural machinery social service, and the imperfectly supporting policies for the development of agricultural mechanization. Suggestions were proposed on the promoting regional development policies of agricultural mechanization in China, such as restudying agricultural mechani- zation regionalization, implementing regional distinction subsidy on purchasing agricultural machinery, emphasizing on R＆D and innovation and demonstration of advanced small and medium agricultural machinery, supporting agricultural machinery social service and Organizations, strengthening the farmland renovation and the infrastructure construction and perfecting policies system of agricultural mechanization in China.
