通过文献资料、比较分析的研究方法,阐述了城乡群众体育统筹发展的内涵及意义,论证了其理论基础,分析了其有利条件:党和国家对城乡统筹发展战略高度重视,农村群众体育发展的政策环境日趋良好,以城带乡的群众体育发展时机已经成熟;并剖析了在经济条件、文化观念、人口地域和资源环境上的制约因素。旨在丰富城乡群众体育统筹发展的理论研究,为政府制定方针政策提供依据,以促进城乡群众体育的和谐发展。

By literature review and comparison analysis, this paper narrated the implication and significance of the coordinating development for the urban and rural mass sports, and then demonstrated its theoretical basis and analyzed its practical requirements： Party and the state attaches great attention to urban and rural development strategies, development policy of rural sports is well - developed, and the development chance of mass sports is coming, that urban development was promoted. The paper analyzed the constraints of economic conditions, cultural values, demographic and geographic resources and the environment. The goal of this paper is to enrich the theory research of coordinating development for the urban and rural mass sports, and to provide the government with the basis for the policy formulations, which will progress the harmonious development of urban and rural mass sports.
