既有建筑节能改造不能单独以政府行政命令来进行,应该在政府的引导帮助及受益者部分出资的前提下,坚持走市场化道路。改造企业要勇于突破限制房屋节能维修改造的常规,吸纳社会资金的参与,创造建筑产业新的增长点。政府部门要积极引导社会力量参与节能改造,扶持改造企业,勇于承担既有建筑节能改造的社会责任和风险,使企业真正成为研发投入的主体。

The energy-saving reconstruction for the established buildings can not only be implemented by the administrative order from government. It should also adhere to the market-oriented path under the premise of the guidance and help of the government as well as the partial contributions of heneficiaries. Transformation of enterprises should break the convention of the restrictions of transformation and maintenance of energy-saving housing to absorb the participation of social capital, and create a new growth point of the construction industry. The government should actively guide the social forces to participate energy-saving and support the transformation of enterprises. At the some time, the government should also bear the social responsibility and risk of the reconstruction of energy-saving for the established buildings to enable enterprises to truly become the main body of research and investment.
