摘要
大学预科阶段的少数民族贫困学生,是高校中一群特殊的群体,应该是贫困学生资助体系的重点扶助对象,然而,相对高校正规本科生而言,针对预科阶段贫困生的资助体系明显薄弱,社会关注度不够。在此,本文借助对北京邮电大学新疆班贫困学生的困境及原因的分析,探析国家当下高校扶助政策的盲区,提出国家应从立法上明确预科生的身份、地位,并从教育公平的角度改革和完善高等教育经费的筹措和拨款制度,拓宽对预科阶段贫困生的资助渠道;社会应从爱心的角度构建捐助系统;高校应从人文关怀的角度,承担起资助的首要责任。最终形成国家、社会、学校的三方合力,切实有力地帮扶这些处于深度贫困的少数民族学生。
Needy minority students who study at preparatory phrase are a special colony among universities.They should be deeply supported.However,compared with normal undergraduates,the supportive system is obviously unsubstantial to them,and society doesn't pay much attention.Therefore,with the aid of analysis on Xinjiang needy students'difficulties and reasons,who study in BUPT to ascertain the neglected parts of the supportive policy of universities,which is being carried out now by government.Bring forward some ideas:government should clearly define the preparatory students'identity,status in legislation.From the view of fair education,the outlay for raising money of high education and appropriate founds should be reformed and developed.Widen the supportive channel for needy preparatory students.From the view of love,the whole society should build endowment system.From the view of justice and humanity,universities should take the initial responsibility for support.Finally,government,society and universities form three forces.So these badly needy minority students can get practical help.
