摘要
目的分析县级疾控中心人员配置状况及经费收支情况。方法通过调查问卷形式对公共卫生监测的疾控中心进行调查。结果机构平均编制40人,在职51人。人员配置最多的科室是办公室和门诊,其中门诊临聘人员比例最高,以从事有偿服务为主。投入以本级财政为主,占总收入的45.6%,主要用于人员经费和专项经费。有偿服务收入占46.6%,主要来源于疫苗和门诊收入。结论人员编制和财政投入相对不足,有偿服务仍然是机构的主要经费来源渠道,导致一定程度上的人员配置的偏向,重有偿服务轻公共服务。因而,需增加投入,控制有偿服务,使更多的人员从事公共卫生服务。
Objective To find out the problems of personnel allocation and revenue - and - expenditure in county CDCs, so as to provide evidence for policy making. Methods The information of county CDCs in public health monitoring areas was collected by a structured questionnaire. Results The average number of staff in CDC was 51, while 40 of them had the authorized positions. Administration Office and out - patient department owned the largest number of staff. Also the out - patient department had the highest proportion of casual workers mainly engaged in paid services. In addition, the finance of CDC was primarily from local government, which accounted for 45.6% of total revenue, mainly used as staff and special funds. Meanwhile, the income of paid services, mostly from vaccination and out - patient service, accounted for 46.6% of total revenue. Meanwhile, 41% of the everall expenditure was for staff' s salary. Conclusion The authorized position size of county CDC is relatively small and the finance is inadequate. Paid services are still the main source of income, which leads to more attention to paid services rather than public health services. Financial investment should be increased to control paid services so that more persons can engaged in public health services.
