摘要
以《重庆市城乡规划条例》的制定为例,通过对规划原则、法规调整范围、统筹城乡的规划管理体制、统筹城乡的规划体系、统筹城乡的规划实施制度、集体土地上建设项目的规划管理等内容的介绍,阐述了《条例》制定中对统筹城乡的思考。
Taking the formulation of ＂Chongqing Urban-Rural Planning Ordinance＂ as an example, this paper presents the considerations over the urban-ru- ral integration in the making of the Ordinance by introducing the planning principles, adjustment scope, planning administration, planning system, implementation, administration over construction projects on collective land etc.
