Maintaining ecology security is not only one of China＇ s core national interests, but also one of important strategies for guaranteeing national security. Based on the case study of the three - river source area in Qinghai province, the author suggests that a national ecology security fund should be established for long - term investment on national vital ecology security, and the fund should be included into the central government＇s fiscal expenditure.
