国际性大都市能源战略经验借鉴

A Study of Energy Strategies in International Metropolises and of Good Use of Their Experience

能源问题是国际性大都市可持续发展中的重要一环。文章在深入探讨伦敦、纽约、东京三大都市能源战略的基础上,得出国际性都市能源战略特征,即在战略上"开源"与"节流"并重;建筑与交通成为现代城市系统中的节能重点;推动可再生能源以及新能源的广泛利用已成为战略目标;政府在政策、法律、财税等方面的相关支持,将推动能源战略的实施。针对以上经验,从开源节流,交通、建筑部门节能等方面,为我国各大城市能源发展提供借鉴。

Energy issue is an important link of the sustainable development of an international metropolis. On the basis of a profound discussion of the energy strategies adopted by London, New York, and Tokyo the three great metropolises, this paper draws special features of the energy strategies implemented in international metropolises as follows ： firstly, strategically, equal stress has been laid on tapping new sources of supply and reducing consumption; secondly, construction and transportation have become the energy - saving focus in a modern urban system; thirdly, active and vigorous promotion of extensive use of renewable and new energies has become the strategic objective ; finally, relevant support from the government in terms of policies, laws, property tax, etc. will push forward the implementation of urban energy strategies. In the light of the above - mentioned experience, the paper offers suggestions for reference with regard to the development of energy sources in China＇ s major cities.
