国外公立医院管理体制及公益性制度安排对我国的借鉴意义

Reference of Foreign Public Hospital Management System and Institutional Arrangements for Public Welfare to China

比较英国、美国、德国、新加坡等国家公立医院的管理体制,探讨国外公立医院公益性制度安排,提出对我国公立医院改革的建议:实行管办分离要以公立医院出资人制度为前提,政府与医院要建立明确、规范的产权关系,政府的职能要从直接举办医院向监管转变,医院治理结构的变革要探索建立医院理事会(董事会)决策机制及监事会监管下的院长负责制,公立医院应以保护公共健康安全的社会功能作为自己的重要职责。

To explore the management and regulations of public hospital in the foreign countries through the comparison of management systems of national public hospitals in U.K,U.S.A.,German and Singapore etc.And the references to reform of Chinese public hospitals as follows：The precondition for the separation of management and supervision is to stick to the regulation of public hospital investor;it is neccessary to have a clear and standard ownership between the hospital and government; and the government needs to change from the manager to the supervisor of the hospitals;the reform of hospital management structure can explore as the hospital committee decision mechanism and the responsibility of the hospital president under the supervision committee;and the baseline for the reform of the hospital is to protect the public health security and regard its social function as its important duty.
