决策论视野下高等学校有效管理的阐释

Interpretation of Effective Management of Colleges and Universities: From the Perspective of Decision Theory

高等教育的发展对高校有效管理提出更高要求,用决策论探讨高校有效管理合理可行。理性和渐进这两种根源性决策模式各有优势和缺陷,于我国国情并不十分适合。混合扫描模式能实现二者的优势互补,既不太理想化也不保守,高校管理应采取以下措施:转变管理理念,坚持以人为本;落实高校自主权,协调大学组织行政权力与学术权力;重视有限理性,决策应实现刚性与弹性相结合;健全制度,建立民主、多元和开放的高校决策体制与机制;重视院校研究,实现定性与定量研究相结合等。

Development of higher education makes greater demands on effective management of colleges and universities, and it is feasible to study the effective management with decision theory. There are both strong and weak points with the rational decision-making model and the incrementalist decision-making model, which do not suit our national conditions. Mixed-scanning, a third approach to policy making which combines the strong points of the two above-mentioned approaches, is neither as utopian in its assumptions as in the first model nor as conservative as the second. According to this approach, we should stick to the idea of human-oriented management, give more power to the school to coordinate the administrative power with the academic power in its organization, lay emphasis on the function of bounded rationality to achieve flexibility and rigidness in making decisions, establish a democratic, plural and open decision-making system, attach importance to research on colleges and universities and combine quantitative analysis with quality analysis.
