西方完善的市场经济体制决定了政府的主要职能是制定社会保障架构和运行的规则体系,主要承担社会保障立法及通过法律途径的调整,甚至直接通过法院判例的途径修正社会保障参与各方的责任和义务。政府一般不直接介入企业和个人的社会保障的具体事务,其管理体制不断改革和完善,充分体现了其理性与创新相结合的理念,对我国的社会保障管理体制的发展和完善有着十分重要的借鉴意义。

The government is responsible for the adjustment of the responsibilities and obligations of all the parties involved in social security affairs mainly by means of legislation of social security and legal adjustment, and even through direct judicial precedents. Generally speaking, government does not directly get involved in the particular affairs associated with the enterprise and personal social security. The government＇s managing mechanism has been getting reformed and perfected, fully embodying the concept of getting rationality and innovation integrated, which is of great significance to the development and perfection of the social security system of our country.
