我省长株潭城市群正在进行国家"两型社会"试验,省内"3加5模式"也未包括郴州在内。这对郴州来说既是挑战,也是加快发展的契机。实现"湖南最开放城市"、"湘粤赣省际区域中心城市"的战略目标,离不开"两型"社会的发展。"两城"建设的主要途径是科学跨越,建设"两型"城市是题中应有之义;"两城"建设的重要目的是打造宜居城市,做好"两型"城市规划是前提条件;"两城"建设的提质延伸是创建文明城市,营造"两型"社会生活是主要载体。
