试论高校的中心工作

Thoughts on the Central Work of Higher Education Institutes

关于高校的中心工作的争论不断，高校、理论界、社会的认识不统一，本文试图从高等教育法和高校职能出发进行研究和探讨，指出高校的中心任务应该是培养人才，高校的各项工作必须围绕人才培养这个中心任务，科学研究和社会服务是围绕人才培养这个根本职能的；育人是高校人才培养工作的基础，必须得到足够的重视；高校人才培养的主要途径是教学，教学工作应该是高校一切工作的重心，高校的科研工作、管理工作、服务工作必须围绕教学这个重心工作。

The question that which the central work should be for higher education institutes has long been arousing controversies among different institutions, higher education theorists and, all circles of society. Based upon a careful reading of The Higher Education Act and a tentative examination of the social functions of the higher education institutions, this essay suggests that the central work of the institutions should be talent cultivation, which should be the focus of all other institutional works. In terms of social functions, talent cultivation is primary and, moving around it are its other social functions： scientific research, and public service. The essential content of talent cultivation is moral education, a task that deserves much attention. Since talent cultivation is mainly carried out through classroom teaching, teaching work should be the focus of all institutional works. All other works, including scientific research, administration management, logistic services, etc. , must be focused upon it.
