This paper reviews a series researches literature of Castells, and analyzes the internal relations between theory and real urban problems. There isn＇t any paradigm loses contact with the characteristic of the epoch and the context of the society. Urban planning is one kind of policy, So we could not take action without considering the political factors in the planning.
