The overwhelming people's communes which survived in China for over 20 years was a result of multiple considerations in politics, economy, and culture, but its ideological roots, formation process, and structural features are of distinct military orientations. People's commune system, absorbing military means and methods, strengthened centralized power in the construction and established powerful organizations in the rural areas to ensure the state's absorption of rural resources, but it ignored the basic conditions of China's rural society and violated the law of social development, so it cannot provide sustained momentum for the social development of rural area. Therefore, it inspired a need to explore a new system.
