宋代以前,中国"干中学"式的技术进步大大快于欧洲,14世纪之后,由于中国科举制度等原因使中国的研发队伍、技术传播速度等被欧洲赶超。为了促进中国经济成功向欧美经济收敛,甚至实现对欧美经济的蛙跳,中国应该在成功吸收外来技术的同时,采取保护"幼稚工业"的思路,引导和推动国内的科技进步。

Technological development in China ran much faster than that in Europe before Song Dynasty but China was overtaken in the number of research talents and technological dissemination beeanse of China＇ s imperial examination system and other factors. China, while absorbing foreign technology, shall eneourage teehnologieal progress and push its economy closer to or even ahead of the European and American economy by adopting the strategy of protecting the ＂nave industries＂.
