To pilot the new rural pension scheme is a major breakthrough in the establishment of a new pension scheme with Chinese characteristics that is unified nationwide, urban or rural areas. The paper provides a tentative discussion on the landmark significance, policy key points and basic requirement of the pilot, and the vision of a new pension scheme with Chinese characteristics, to better promote the pilot in a smoother and more successful manner, and better understand and deepen the underlying concept of scheme design.
