城镇居民基本医疗保险制度建设热点问题浅析

Hot Issue on Basic Medical Insurance for Urban Residents

城镇居民基本医疗保险试点推进过程中,部分地区暴露出了"同城不同待遇"、"双重保险"、"居民医保待遇不如新农合之说"和"参保权利和义务"等一系列问题。笔者就这四方面问题进行了深入剖析,并提出了进一步完善城镇居民基本医疗保险制度建设的一些想法。

In the pilot pushing forward process of urban residents＇ basic medical insurance, a series of problems, such as ＂different pay in same city＂, ＂double insurance＂, ＂statements of residents＇ medical insurance benefits inferior to the new pattern system of cooperative medical service ＂, ＂insurance rights and obligations＂, etc. , arose in some areas. We deeply analyzed the four problems and provided some suggestions for further improving the system construction of basic medical insurance on urban residents.
