我国中央财政卫生转移支付方式探讨

Discussion on the Ways of Chinese Central Finance Health Transfer Payment

中央财政对地方财政的转移支付方式包括无条件转移支付(一般性转移支付)和有条件转移支付(专项转移支付)两种。没有设立一般性卫生转移支付和卫生专项转移支付资金数量过大,且缺乏有效的监督管理,是目前我国中央财政卫生转移支付方式上存在的主要问题。要解决这些问题,需尽快完善我国转移支付的法制建设,提高一般性转移支付在卫生转移支付中的比重,并且加强对卫生专项转移支付的管理。

The transfer payment from central finance to local governments contains unconditional transfer payment （general grant） and conditional transfer payment （specific grant） . No general transfer payment in health and too large scale of health specific transfer payment without enough supervision and administration are the major problems existing in Chinese health transfer payment from central finance at present. In order to solve these problems, legal system construction should be improved as soon as possible. The pro- portion of general transfer payment in the health transfer payment from central finance should be increased. And the management of the health specific transfer payment should be improved.
