农民参与新型农村合作医疗监管的调查研究

Investigation on Famers' Participating in the Supervision of New Rural Cooperative Medical System

目的:了解农民参与新型农村合作医疗的监管现状及意愿,分析影响农民参与监管的因素,探索提高农民监管意愿的有效途径。方法:采用随机抽样入户调查方法,运用自编的结构式问卷和个人深入访谈调查108位农民。结果:农民认为新型农村合作医疗最需要监管的内容依次为医疗费用、补偿和医疗服务;农民参与新型农村合作医疗的监管愿意存在性别和收入差异;能力、时间和政策支持是影响农民参与新型农村合作医疗监管的主要因素。结论:提高农民参与新型农村合作医疗监管的能力;多吸收家庭经济条件好的男性参与新型农村合作医疗监管;建立健全新型农村合作医疗管理法规。

Objective： The paper is to find out the farmers＇ willingness and the present situation of farmers＇ participating in the supervision of new rural cooperative medical system, to analyze the factors that influence the farmers＇ willingness to participate in the supervision, and to explore the effective methods to enhance farmers＇ willingness. Methods： An investigation at random is used to research 108 farmers by condensing questions and deeply individual interviews. Results： Famers think that what is urgently needed to be supervised is the cost of medical treatment, the compensation and treatment service. The wiUingness of farmers is different in gender and in comes, while the main factors are their abilities, time and the supporting policy. Conclusion： Firstly, the farmers＇ abilities to participate in the supervision of new rural cooperative medical system should be improved; Secondly, It is better to involve more males with a better economic living standard in; Thirdly, the regulations on rural cooperative medical service should be set up and improved as well.
