西北某市乡镇卫生院卫生人力资源现况调查及配置公平性评价

A Survey About the Situation of Health Manpower and Evaluation of Equity of the Distribution of Health Manpower Resource in Township Hospitals in a Northwest City

目的了解西北某市乡镇卫生院卫生人力资源现状,评价配置公平性,为政府制定政策提供依据。方法运用描述性统计方法分析乡镇卫生院卫生人力的数量、质量、结构和分布等情况。综合运用基尼系数和泰尔指数评价各区、县各类卫技人员人口分布公平性。结果全市卫生院千人口卫技人员数为0.90人。在各类卫技人员中,预防保健人员和护理人员数量相对不足。卫技人员学历和职称结构均较低。山区卫生院卫技人员数量和素质均较低。临床人员、医技人员、护理人员和预防保健人员人口分布基尼系数依次为0.38、0.45、0.45和0.46。结论该市乡镇卫生院卫技人员数量相对不足,卫技人员素质不高,专业结构不合理。不同地形卫生院卫技人员的数量和质量分布不均衡。在各类卫技人员中,临床人员人口分布公平性最好,而预防保健人员最差。

OBJECTIVES Through learning the situation of health manpower resource in township hospitals and evaluating the equity of distribution of health manpower resource, give suggestion for health administrative departments to rationally allocate health manpower. METHODS Use descriptive ：statistics methods to analyze quantity, quality and composition of health manpower. And calculate Gini coefficient, Lorenz curve, Theil index to evaluate the equity of distribution of health manpower in 10 districts of the city. RESULTS There are 0.90 health technicians per 1 000 rural population. Health technicians with lower academic background and junior titles account for great proportion. The quantities of prevention personnel and nurses are not enough. The Gini coefficient of distribution of Clinical staff, medical technicians, nurses, and prevention personnel according to population are 0.38, 0.45, 0.45, and 0.46 respectively. CONCLUSIONS The health technicians in township hospitals are not enough, especially for prevention personnel and nurses. The quality of health manpower is lower. The quantity and quality of health technicians during different types of township hospitals are different. Except for clinical staff, the distribution of other health technicians among 10 districts according to population is irrational.
