摘要
文章就当前新农村规划背景的变化,分析指出新农村建设所面临规划主导思想模糊、实施进度较慢等困惑;并结合笔者参与的新农村规划建设实践,阐明新时期面临困惑的新农村建设规划应从规划主导思想、实施机制及表达方法等方面作出创新研究。
Based on the change of background of current new countryside planning, this paper points out that the new countryside planning is faced with two problems： the indefinite planning guidance and the slow implementation process. Combined with the new countryside construction practices of the author, it states that the new countryside planning should be innovated from the aspects of planning guidance, implementation institution and ways of expression and so on.
