基于城乡统筹的县域新农村建设规划探索

EXPLORATION OF COUNTY LEVEL NEW COUNTRYSIDE CONSTRUCTION AND PLANNING BASED ON URBAN-RURAL INTEGRATION

通过对相关政策方针的理解,认为相对于以村庄整治为重点的传统模式,基于城乡统筹的新农村建设更加符合政策宗旨和实际需求,而县域则是进行相关实践的最佳地域单元。在详细阐释县域新农村建设总体规划类型特征、内容要点和实施保障的基础上,提出新农村建设取得实质性成效的关键是要明晰政府、社会与民众在其中的职责分工。

Compared with the traditional mode with village renovation as priority, this paper argues that the new countryside construction based on urban-rural integration better meets the demand of policy and practice and the county is the best spatial unit to implement this model. After elaborating the features, key contents and implementation guarantee of county level new countryside construction master plan, it proposes that the key to the success of new countryside construction is to make clear the responsibility division among the government, the society and people.
