城镇化进程中城镇居民基本医疗保险可持续发展策略研究

The Study of Sustainable Development Strategies of Urban Residents’ Basic Medical Insurancein the Process of Urbanization

实施城镇居民基本医疗保险是我国为实现逐步建立覆盖城乡全体居民的医疗保障体系目标的又一重大举措,是在当前我国城镇化进程快速推进的背景下推行的。城镇化进程中大量的农民进入城镇,城乡人口分布也悄然发生着变化。但是,大多数进城农民因为不具有城镇户籍而暴露在疾病风险之下,这使得基本医疗保障体系对进城农民的基本医疗保障功能弱化。文章分析了我国城镇化进程中城乡人口分布的变化和进城农民的基本医疗保障现状与问题,阐明了进城农民与城镇居民基本医疗保险制度可持续发展的辩证关系,并提出了政策建议。

Urban residents＇basic medical insurance is another important step to the goal of establishing medical insurance systern for all. It is under the background that urbanization progress is currently fast pushing forward into China.Urbanization progress transfers a great deal of peasants into cities, and the urban and rural population＇s distribution is also changing quietly, But due to not having urban household register, the majority of peasants moving into the cities are exposing to the disease risk. The guarantee function of basic medical insurance system is weakening as far as peasants moving into the cities. The paper analyses the changes of the urban and rural population＇s distribution in China, the basic medical insurance current situation and problems of peasants moving into the cities, clarifies the dialectical relationship between peasants moving into the cities and the sustainable development of urban residents＇ basic medical insurance, and puts forward some policy suggestions.
