新疆兵团服务业发展存在的问题及对策研究

服务业的发展是衡量一个地区综合竞争力和现代化水平的重要标志,有利于调整经济结构,推进城镇化,扩大就业等。但新疆生产建设兵团服务业总体发展水平还比较落后,服务业对第一产业和第二产业的支撑作用还比较弱,存在着服务业内部结构不合理,各地区服务业发展不均衡,经营规模普遍偏小等问题。兵团应通过制定富有前瞻性的总体规划,优化服务业内部结构,多渠道增加服务业的投入,进行服务业体制改革创新等措施,加速推进服务业的发展。

The development of the service industry is an important indicator of the comprehensive com- petitive power and level of modernization of a region. It is beneficial to readjust the economic structure, promote urbanization, and enlarge employment. But the general level of XPCC service industry is rela- tively backward, and its support to the primary industry and secondary industry is comparatively weak. Problems still exist such as irrational internal structure of the service industry, imbalance in the develop- ment of the service industry in different regions, general small scale of operation, etc. Foresightful over- all plans should be made to optimize the internal structure of the service industry, to increase its income in many ways, and reform the system of the service industry, etc. so as to promote the development of the XPCC service industry.
