浅谈南水北调中线问题

摘要 南水北调中线工程是解决华北平原中西部水危机的最佳方案,具有众多的优点,但同时也存在许多问题.本文就中线工程调水后对丹江口水库库区生态环境、汉江中下游经济的影响进行了分析,黄河以北的总干渠将穿过中国的两大暴雨区、两大地震区,地质和洪水灾害威胁大,可能南北同枯无水可调,调蓄工程短缺,投资巨大,具有很大的运行风险,并提出用“高低线分别输水方案”等解决中线方案存在问题. Middle route of South to North Water Transfer project is the best way to solve the lack of water resource in Hua Bei Plain middle-west area, which has many advantages, but has also many deficiencies. This paper analyzes the eco-environmental impacts on area of Dan Jiang Kou reservoir and the econom- ic impacts on area of Han jiang River mid-downstream of the middle route scheme of South to North Water Transfer Project. (SNWT) The part of middle route SNWT in the north of Huanghe River will pass through the two rainstorm areas, and two heavy earthquake areas. So there is a heavy threat of the geolo- gy and waterllood disaster. There will be a big operational risk caused not only by no water to be transferred in south when the areas of North and South of middle route are both in low water but also by the lack of reservoir engineering and shortage of fund. The separate water transfer scheme of low and high mutes is suggested as one of ways to diminish the risks.
