公共警告:一种新兴的公共治理方式

Public Warning:a New Way of Public Management

随着人类社会迈入风险时代,现代公共警告制度开始兴起。风险社会是公共警告产生的事实原由,而公共服务理论、生存照顾理论、知情权理论是公共警告的三大理论基石。目前,学界对公共警告制度鲜有论述,对公共警告的概念界定仍存争议,因此,通过对公共警告的概念、特征、分类以及性质进行探讨,可以进一步深化人们对公共警告的理解,并引发人们对公共警告制度的更多关注和思考,不断完善公共警告的运作理论,指导公共警告的具体实践。

When the society is entering the era of risk, the public warning system appears. The risk society and three new theories are the main reasons for its forming. At present, there are only few scholars who study the public warning system. Therefore, it may cause people＇s attention and lead to a further study by discussing the concept, characteristics, classification and nature of public warning so as to improve the operation theory of public warning and guide the practice.
