政府绩效评估对于服务型政府建设具有重要的意义,它有助于落实服务型政府服务责任、有助于贯彻和落实科学发展观和有助于满足不同民众的服务需求。服务型政府绩效评估主体应多元化,尤其要突出公民作为最重要的评估主体性质,同时还要重视独立、客观的民间评估组织的参与,绩效评估指标的设计要遵循与时俱进的、客观的、合理的和可行性原则,应着重从经济调节、市场监管、社会管理、公共服务和社会经济发展协调五个维度来设计具体的绩效评估指标。

It helps to implement the responsibility of service-oriented government, to carry out and implement the scientific concept of development and to meet the different needs of public service. The main body of performance evaluation of service-oriented government should be diversified, in particular to highlight the citizens as the most important assessment subject. At the same time, we should also attach importance to participation of an independent objective assessment organization of the civil society. Design of indicators of performance evaluation indicators should follow the times, objective, reasonable and feasible principle, and design specific indicators of performance evaluation according to five dimensions, such as economic regulation, market supervision, social management, public services and the coordination of socio-economic development.
