高校学报的功能属性包括:学报是发现人才和培养人才的舞台;学报是科技创新和学术交流的载体;学报是面向生产和服务社会的窗口。学报的质量应从全面质量管理理论的高度来研究,而作为一类重要的科技期刊,其质量内涵也涵盖政治质量、学术质量、编审质量、出版质量和服务质量五个方面的主要内容。在分析学报质量属性的基础上,建立学报质量体系模型,具体分析各个质量指标的具体属性,对于进一步分析学报质量的影响因素,确立提高学报质量的有效途径,将起到积极有效的作用。

The functional attributes of the university journal are shown in the aspects that the journal is the platform to find and train talents, the platform for scientific and technological innovations and academic communications, and the window for production and service for the society. The quality of the journal should be studied by the overall quality management theory. The quality connotation of the important sci-tech journal includes political quality, academic quality, editorial quality, publication quality and service quality. Based on the analysis of the quality attributes of the journal, establishing the quality system model of the journal and analyzing the attributes of the indicators are helpful to further analyze the influencing factors of the journal quality and to find out the effective ways of improving the quality.
