The inspiration of federalism lies in the fact that it is necessary to allocate properly central and local legislative powers in order to achieve the rule of law of central and local relations.Although the division of powers has undergone changes,there is still a law and moreover,pattern of division of powers in federal countries has offered inspirations to China＇s rule of law of central and local relations.
