Problems and Solutions of Rural Public Investment in the Perspective of City and Rural Overall Employment

实现城乡统筹就业,核心环节是如何将农村劳动力大规模转移与农村、农业发展有机统一起来。农村公共投资对提升农村人力资本、促进农业剩余劳动力转移,实现城乡就业一体化发挥着关键作用。针对当前农村公共投资存在的供给能力不足、结构失调和公共服务质量低效等突出问题,今后应重点发展完善农村教育、改革医疗保险和公共卫生体系以及完善农业生产社会化服务体系。

In order to realize the urban and rural overall employment, the core part is the large scale migration to of rural labor and the development of agriculture and rural society. The rural public investment plays an important role in upgrading rural human capital, promoting the transfer of the surplus labor force and the integration of urban and rural employment. In view of the lack of supply, the structural disorders and the service inefficiencies of current public investment, we should focus on the development and improvement of rural education, reforming health insurance and public health systems and improving the social service system of agricultural production.
