To resolve projects and the critical urban policies and permission system the financial problems of public social economic complexes, the for development regulation have been transformed from even the policy topics to its enforcement of development permission system in the U.S. This article aims to analyze the changes of the characteristics in planning review process, explore the social economic background of the reoriented development regulation policies, and discuss the future direction of institutional evolution and its implication to China.
