国外大都市区治理研究试图解决的是这样一对矛盾:大都市区内部在经济和社会等方面的密切联系提出了大都市区协调治理的需要,而大都市区内部的权威分割又带来了区域整体治理的难题。也就是说,大都市区的治理根本就是要实现自治与权威、分散与集中、民主与效率之间的最佳平衡。国外大都市区的治理研究对于推进新时期中国大都市区的治理研究和治理实践提供了有价值的启示,为了提升新时期中国大都市区的治理绩效,应当建立跨区域的权威性协调机构以加强区域协调治理,根据需要灵活选择大都市区治理模式,以及在大都市区公共服务的供给中引入竞争机制。

The research of overseas metropolitan governance wants to solve the contradiction that the close ties between economy and society inside the metropolitan area ask for the need of metropolitan coordinated governance while the authority division inside the metropolitan area has brought the difficulty of ensuring area coordinated governance. That is to say, the essence of metropolitan governance is to realize the best e- quilibrium between autonomy and authority, dispersion and cen- tralization, as well as democracy and efficiency. The overseas metropolitan governance will provide valuable suggestions for the theoretical research and practice of Chinese metropolitan govern- ance in the new era. In order to raise the performance of Chinese metropolitan governance in the new era, it is necessary to build an authoritative trans - regional organization to strengthen the co- ordination of regional governance, to choose the mode of metro- politan governance flexibly according to demand and to introduce competition institutions in the supply of metropolitan public products.
