全国性体育社团改革与发展研究——基于学理层面的思考

The Reform and Development of National Sports Association: Thought of the Theoretical Level

运用文献资料、逻辑分析等研究方法,对全国性体育社团的生成、运作、组织模式等共性问题,以及两类全国性体育社团的个性问题进行分析。结果认为:全国性体育社团仅具有自治社团或独立法人的外观,组织性质与实际运作逻辑存在明显背离;社团管理制度的"分级管理"原则,导致全国性体育社团与其会员联系薄弱;全国性体育社团的政府选择,使其面临社会合法性危机。基于对体育事业发展的现实需要,提出全国性体育社团改革与发展的学理思考。

The common questions, such as the produce, running and organization mode of national sport associations, and individual traits of two types of them were reviewed and analyzed based on documentary and logical analysis. The main results indicated that national sport associations in China take on appearance of self-rule, in fact, deviation between organization character and behavior is obvious. Current association management system has split sport associations into deferent parts at all levels, thus the contact among sport associations are weak. The government choice results in national sport associations are faced with social legality crisis. Based on the practical needs of the development of sports undertakings, some theoretical considerations were put forward.
